A delegation of Vidarbha Taxpayers’ Association (VTA) led by its president Shrawan Kumar Malu met Rajgopal Deora, IAS – Additional Chief Secretary Revenue, Government of Maharashtra; held discussion and submitted a memorandum.
Shrawan Kumar Malu – president of VTA said that we are extremely thankful to the State Government for introducing a procedure whereby Nazul Land can be converted into Malik Makbuja (Freehold) on payment of prescribed charges. However, over the years if we see, we’ll find that very few have adopted this procedure because of its complexity and the high charges being imposed for various discrepancies in the past like non renewal of lease deed or delay by more than a year for renewal and likewise. The conversion rate of 5% & 10% for residential and commercial respectively is on the higher side; the same needs to be 2% and 4% respectively.
Tejinder Singh Renu – secretary of VTA submitted that Nagpur City has Seven (7) urban and Two (2) Rural Sub-registration Offices for registration of the documents; however their conditions are not user friendly. Many are situated on upper floors without any lift facility. With many options available including those prepared by MahaMetro Rail can be accommodated to suit facilities with metro mileage and convenience. Furthermore, with the city expanding rapidly the growth is obviously towards the rural region, thereby the rush of available Two (2) registrar offices is very high. To avoid this, all Nine (9) Sub-registrar Offices should be synchronised so that all nine can be utilised for urban as well as rural for the convenience of all. This will not make any revenue impact, but certainly reduce the load of present two rural offices.
Rajgopal Deora – Addl. Chief Revenue Secretary appreciated the efforts of VTA and said that reducing charges of conversion from Nazul to Freehold needs consequential study and will take some time. However this sub-registrar office synchronization can be done in a week or two. Deora also spoke with Shrawan Hardikar – Managing Director, Maharashtra Metro Rail Corporation Limited (MahaMetro) for space availability. Deora assured that this synchronization of urban and rural sub-registrar offices and better office locations will be carried out soon after consulting with the Inspector General of Registration (IGR), Maharashtra.
