Proposed appointment through a Commission
The Governor and Chancellor of all universities in Maharashtra, C P Radhakrishnan, has stopped recruiting teachers. The decision was taken by the Chancellor following several complaints about malpractices he received.
The proposal of recruitment through a separate commission is under consideration. The Chancellor had constituted a committee of two vice-chancellors to work out the methods by which the teachers in universities at all levels can be appointed. The committee was constituted before the enforcement of the election model code of conduct. Meanwhile, the Chancellor also sought opinion opf all the VCs, who have agreed for recruitment through an independent body. The Chancellor stayed the recruitment process in all the university through an order issued n November 26.
In Maharashtra, the procedure to appoint 2088 posts of Assistant professors, Associate Professors, and Professors was in progress. The VCs and the Chancellor reported complaints related to malpractices in the process. The Chancellor ordered an enquiry into the complaints and finally stayed the recruitment procedure.
The universities in Maharashtra have 1,166 vacant posts, and thousands of posts in the affiliated colleges. The large number of vacancies has affected the teaching and research in the universities and colleges.
A teachers’ organisation welcomed the decision and has appealed to start the procedure as early as possible. The oprganisation has also stated that the condition of age should not be included, as many teachers are working for decades on a clock-hour basis and expect regular employment.
In some of the colleges huge money is extracted in the name of experts, who are not at all present or actually appointed. Even non-eligible candidates have been appointed as Assistant Professors.
