Vehicle owners must pay between Rs 531 and Rs 879 to affix mandatory high-security registration plates (HSRP) to vehicles registered before April 1, 2019, as per the Maharashtra transport department. The cost includes GST and the snap lock charge, with payment links activated on Wednesday.
HSRP costs are Rs 531 for tractors and two-wheelers, Rs 590 for three-wheelers like auto-rickshaws, and Rs 879 for four-wheelers or larger vehicles such as cars, buses, trucks, and trailers.
The Maharashtra state transport department now offers an online appointment facility for fitting high-security registration plates (HSRPs) to vehicles registered before April 2019. The website lists rates by vehicle type.
Excluding GST, HSRPs for two- and three-wheelers cost ₹219.9, while plates for four-wheelers and larger vehicles are priced at Rs. 342.41.
The cost of snap locks and the third registration mark is Rs. 10.18 and Rs 50, respectively, excluding GST, for all vehicles. GST charges are Rs 81 for two-wheelers and tractors, Rs 90 for three-wheelers, and Rs 134.10 for four-wheelers and larger vehicles.
Old vehicles registered before April 1, 2019, will also require HSRPs on the front and rear, along with a third registration mark sticker on windshields, except for two-wheelers and tractors, as per Rule 50 of the Motor Vehicles Act, 1988.
The rates, inclusive of GST, cover non-removable snap locks for tractors and two-wheelers, and a third registration mark sticker for three-wheelers and four or more-wheeled vehicles, to be affixed on the windscreen. An 18% GST applies to the HSRP rates, as per RTO sources.
March 31, 2025 deadline
The Maharashtra Transport Commissioner’s Office has set a deadline of March 31, 2025, for vehicles registered before April 1, 2019, to have High-Security Registration Plates (HSRPs) installed. Three agencies have been appointed to handle the process after a long tendering process. The guidelines for HSRP installation were issued in December, just before the new state government was sworn in.
HSRPs are mandatory for vehicles registered before 2019 to prevent theft and ensure uniformity in vehicle identification. These plates are tamper-proof, made of rare aluminum alloy, and include features like a retro-reflective film with ‘India’ inscribed, a chromium-based Ashok Chakra hologram, blue ‘IND’ letters, and a unique 10-digit laser-etched serial number. Vehicle owners are responsible for installing HSRPs and the third registration mark sticker by the March 2025 deadline.
