In a first-of-its-kind initiative in India, the Maharashtra government will launch the ‘One State, One Registration’ system from April 1, 2025, simplifying property transactions across the state. Under this system, buyers and sellers will be able to register property documents at any sub-registrar office in Maharashtra, regardless of the property’s location—whether in Mumbai or any other city.
Currently, property registrations must be completed at the sub-registrar office in the same district where the property is located, often leading to delays and congestion. The new system aims to eliminate these challenges, ensuring a faster and more efficient registration process.
Boost to Revenue & Transparency
The initiative is part of Chief Minister Devendra Fadnavis’s ‘100 Days, 100 Initiatives’ programme, aimed at enhancing government efficiency and revenue collection. Property transactions generate significant revenue through stamp duty fees, with Maharashtra recording an average of three lakh registrations annually.
For the financial year 2024-25, the state expects to collect ₹55,000 crore in revenue from property transactions, having already collected ₹47,000 crore from 2.41 lakh registrations this year. Officials estimate that the new system could increase stamp duty revenue by an additional ₹10,000 crore.
New Digital System for Statewide Registration
To implement this transformation, a dedicated software system is being developed to facilitate seamless registrations across all sub-registrar offices. The move will eliminate the need for property owners to visit specific district offices, making Maharashtra’s property registration process more convenient, transparent, and efficient.
Deputy Inspector General of Registration, Ashok Patil, hailed the initiative as a milestone in modernizing administrative processes. “Starting April 1, 2025, Maharashtra residents will benefit from a streamlined registration process, allowing them to complete property transactions with greater ease and efficiency,” he said.
