In a major boost for cooperative housing societies, the Maharashtra government has launched the PRATYAY MahaBhumi portal, enabling online applications for deemed conveyance. This digital platform simplifies and speeds up the legal transfer of land ownership from builders to societies—cutting out paperwork, delays, and repeated office visits.
Deemed conveyance gives housing societies full ownership of land and buildings, empowering them to carry out redevelopment, major repairs, or secure loans. Despite having over 1.25 lakh registered housing societies, more than 78,000 still lack deemed conveyance, leaving them dependent on developers.
The PRATYAY portal—short for Paperless Revision and Appeal in Transparent Way—offers online document uploads, real-time status tracking, and digital certificate issuance. Authorities are required to complete the conveyance process within six months, with in-person hearings only if necessary.
Nagpur stands to benefit significantly. With 2,497 housing projects in the district and rapid real estate expansion under NMC and NMRDA, the portal offers a crucial tool for property rights and redevelopment.

Application Process
Societies must register on the PRATYAY MahaBhumi portal and log in.
Fill Form VII and attach a ₹2,000 court fee stamp.
Upload all necessary documents online.
The authority reviews the application and issues a scrutiny report (Form VIII) within a month.
Virtual hearings may be held if disputes arise.
A deemed conveyance order is issued within six months.
Final deed is registered with the sub-registrar, completing the ownership transfer.
