Two school teachers in Ravi Nagar have pulled off what many would call a bureaucratic miracle—converting a government residence into a private kindergarten, refusing to pay rent, and flat-out ignoring eviction notices.
Since 2019, Manjusha Kavathalkar and Smita Siras have been running “The Rising Sun Kindergarten” from government quarter No. D3/1 under the Public Works Department (PWD). Rent owed? Just ₹29.81 lakh. Payment made? Zero. Response to official notices? Silence.
PWD did attempt a bold move—they locked the building and took the keys. Yet somehow, the school reopened. Did the teachers break the lock? Did the keys grow legs? No police complaint was filed, so no one knows—or wants to.
Local residents, tired of the inaction, complained directly to the Chief Minister in April. Still, the school runs merrily. Meanwhile, the teachers have written to the sub-divisional office requesting rent exemption. Why not?
PWD Executive Engineer Laxmikant Raoulkar says “appropriate action will be taken.” When? Anyone’s guess. Locals, smelling something fishy, suspect collusion between the department and the teachers.
So while public property continues to be used rent-free, and the law takes a nap, one thing’s certain—this illegal kindergarten deserves full marks in creativity, zero in accountability.
