A dangerous real estate racket is thriving in Nagpur — and shockingly, it’s happening in full public view. Builders across the city are brazenly converting utility spaces like “AC Plants” and “commercial units” into illegal residential flats, duping buyers and defying urban planning laws.
These top-floor flats, built without revised permissions or occupancy certificates, are openly advertised and sold — while authorities from NMC, Town Planning, and NIT look the other way. Residents allege a deep-rooted nexus between builders and corrupt officials, including some in the registrar’s office, who allegedly help manipulate records to make these illegal flats appear legal on paper.
“These were spaces reserved for AC compressors or utilities,” said a resident. “Now they’re fully furnished flats — no OC, no safety clearance — but sold like premium homes.”
Worse, many of these violations happen in buildings already flagged for partial demolition. Yet, no action is taken.
Buyers end up trapped — unable to get loans, water, or electricity. Resale is impossible. Their dream home becomes a legal nightmare.
Repeated complaints by citizens have gone ignored. Whistleblowers face pressure, threats, and silence in the name of ‘maintaining peace’.
