Chartered Accountants are the real managers of the economyâ€, says Director of MSME department, Government of India, Nagpur, P M Parlewar, who firmly believes that CAs play major and important role in the development and promotion of MSME sector. He elaborated various schemes of MSME and hope that, it will create new horizon for Chartered Accountants in MSME sector.
After assuming charge as Director of MSME department, Mr. Parlewar observed that MIHAN is one of the largest SEZ in India and yet it is taking time to establish the small and medium industries in that area. Parlewar was instrumental in successfully submitting the concept paper on the basis of which Government of India, Ministry of commerce approved to reserve 10% land in each SEZ for MSMEs sector which will have significant impact on boosting export through SEZs from MSME sector.
The benefits under SEZ scheme are substantially high and cluster scheme of ministry will enable MSMEs to get multiple benefits. Till now 8 sector specific clusters have been formed in and around Nagpur under the guidance of Mr. Parlewar, He informed.
Further he added, that MSME is committed to establish Export facilitation cell (EFC) in each MSME-DI all over country with single window facility, the EFC will provide handholding support to micro and small enterprises to establish unit and run it in SEZ as hiring consultant in which CAs will play a vital role. He further elaborates that MSME department is offering an opportunity for experienced professionals where they will be empanelled as Export Consultants in Export Facilitation Cell where they will be required to provide handheld services. These services include –
- GST registration and GST Reimbursement
- Preparation of Detailed Project Report
- Custom Development Scheme
- Export Promotion Scheme
- Also CAs can play a major role in new innovative project named as MSME –INNO which is a collaboration with German organisation which develops incubation centres where grant of upto Rs.1 crore will be provided for start-ups as seed capital.
- CAs can play an important role in marketing scheme which will be Domestic as well as international.
- Also, the professionals can guide small and medium enterprises to provide credit facility of 2% as interest subsidy through SIDBI.
Mr. Parlewar was confident in stating that, with enhanced collaboration of CA institute and MSME Department, the Small scale entrepreneurs will get all assistance from Chartered Accountants for exporting their product or services as entire facilities required for export promotion will be made available under one roof at MSME DI. This proposition aims at building support system in terms of mitigating cost of consultation services and cost of establishment for the small and medium size industries.
Session Chairman CA Julfesh Shah, emphasised that there are several schemes launched by the government for the benefit and development of small and medium industries like Credit linked capital subsidy scheme, Cluster development programme, export promotion schemes, Lean manufacturing competitiveness scheme, credit guarantee scheme for MSME, Interest subsidy scheme. CAs can play an important role for creating awareness among stakeholders. Increasing the capacity building for the MSME is the need of the hour and government should support the MSME for the same.
CAs are engineer for promoting MSME schemes, said Chairman Nagpur Branch, CA Suren Duragkar, while praising and recognizing the contribution of MSME Department. CA Duragkar said that MSME department has established lot of clusters which are well informed to the industry through MSME department. CAs are instrumental in making these schemes successful. CA Duragkar thanked Parlewar for visiting Nagpur Branch of ICAI and setting precedence to create link between Chartered Accountants and Department of MSME.
CA Garima Gupta, briefly presented role of lady entrepreneurs and their expectations from MSME Department.
Assistant Director, MSME, Sunil Khujnare, elaborated the various schemes launched by government. He explained procedure how to apply for various schemes, who are eligible for the scheme etc.
