In a move aimed at simplifying toll collection and providing relief to private vehicle owners, the Indian government is planning to introduce annual and lifetime toll passes for unrestricted mobility on national highways.
According to sources, the Ministry of Road Transport and Highways (MoRTH) is considering rolling out:
- Annual Toll Pass – ₹3,000 per year
- Lifetime Toll Pass (15 years) – ₹30,000
These passes will be integrated into the existing FASTag system, eliminating the need for additional documentation or equipment.
Cheaper Alternative to Monthly Passes
Currently, private car owners can opt for a monthly rechargeable pass at ₹340 per toll plaza, totaling ₹4,080 per year but applicable to only one specific toll point. In contrast, the proposed annual pass offers unlimited travel across all national highways, making it a cost-effective and convenient alternative.
Govt Aims to Address Toll Plaza Congestion
Union Road Transport Minister Nitin Gadkari recently highlighted the government’s commitment to resolving toll plaza issues, particularly those within municipal limits and locations where toll booths are spaced less than 60 km apart.
Private Vehicles: High Traffic, Low Revenue Contribution
Data from the 2023-24 fiscal year reveals that private vehicles contributed ₹8,000 crore to the total ₹55,000 crore toll receipts. Despite accounting for 53% of toll transactions, they make up only 21% of total toll revenue. Additionally, private cars constitute nearly 60% of toll lane traffic during peak hours (6 a.m. to 10 p.m.).
Revenue Impact & Long-Term Benefits
While the National Highways Authority of India (NHAI) may experience a short-term revenue slowdown, officials believe the new pass system will not cause significant financial losses. Instead, the initiative is expected to enhance commuting ease, reduce congestion at toll booths, and improve the efficiency of the national highway network.
The plan is currently under consideration, and further details regarding its implementation are expected soon.
