Thousands of lecturers across Maharashtra’s 42 government polytechnic colleges are battling career stagnation as the Career Advancement Scheme (CAS) remains frozen since 2015. Despite clear AICTE guidelines mandating promotions every 5–6 years, not a single structured promotion has taken place in nearly a decade.
Lecturers eligible for Senior Scale, Selection Grade, and PB-4 pay bands say they’ve been teaching fast-evolving technical subjects without any growth in designation or salary. “Over 8–10 years in the same post—no promotions, no progress,” said one frustrated faculty member.
As per AICTE norms, promotion camps must be held twice a year, but in Maharashtra, CAS has remained a file-bound formality. Educators allege the Directorate of Technical Education (DTE) is deliberately delaying scrutiny, leaving thousands stuck in outdated pay brackets.
To make matters worse, the state’s recent 150-day special education reform plan doesn’t even mention CAS or faculty grievances. With anger mounting, teacher bodies have reached out to MLC Vikram Kale and Minister Chandrakant Patil, demanding urgent intervention.

Defined pathways for HoD and Principal posts
Transparent timelines and accountability from DTE
Teachers warn that prolonged delays will not only damage morale but also the quality of technical education. “You can’t expect academic excellence when the system refuses to reward experience,” said a senior lecturer.
