With monsoon round the corner, civic administration is all set to face any conditions as it has put in place emergency teams and opened a 24×7 control room in the Fire & Emergency Department at central office.
Since Meteorological Department has forecast good monsoon, Nagpur Municipal Corporation (NMC) has in initiated measures like desilting the canal network to avoid water-logging.
The General Administration Department (GAD) of NMC issued an order in which the responsibilities of disaster management have been mentioned in detail.
Excessive rainfall at times led to collapse of dilapidated houses, at times trees get uprooted or its branches fall on roads, water logging on main roads as well as internal roads.
For each of the situation, civic body has distributed the tasks and named teams that would respond to each of such situation.
The underlying theme of all measures is to prevent loss of life and financial loss in times of heavy rains.
Under this, the Incident Commander of the entire city level incident response system is the Additional Commissioner(City).
The Planning Department is headed by the
Chief Engineer of the Public Works Department.
The Response Branch Heads will continue to operate under their control. The said arrangement is forthe period from June 1 to September 30, one officeris appointed for each of the day.
Similarly, the Sub-Divisional Engineer/Officer in the Control Room will co-ordinate with the Control Head by controlling the staff working in the Control Room.
In case of continuous rain, they will be present in person at the control room, said the GAD order.
For this, from 1st June to 30th September, an independent officer has been appointed
for 10 days each. The concerned officers will form four teams of Class IV employees during their tenure and functions of these to take up task of removing fallen trees in the city.
The second group will takeup task of draining the water that accumulates in the low lying areas.The third group will monitor the fall of powerlines, street lights or electric poles, etc., while the fourth group will work to remove the rubble of collapsed houses.
Zonal Offices have been directed to ensure that all ward officers are equipped with the necessary mechanisms at their level to deal with emergencies, with the Health Inspector/Junior Engineer/Civil Engineering assistant of the Health Department present during night.
Extreme levels of rainfall are likely to cause flooding in low-lying areas. Assistant Commissioner are entrusted
with the responsibility of equipping the list of schools/community centres in the vicinity of the Corporation with the full name, address, telephone number, name of the watchman, etc. in order to relocate the residents in case of heavy inflow.
