In a bid to curb vehicle-related crimes, the Transport Department has announced a mandatory installation of high-security registration plates (HSRPs) for all vehicles registered before April 2019 by March 31, 2025. However, the ambitious initiative faces logistical challenges, as over 1.80 lakh HSRPs would need to be distributed daily across Maharashtra to meet the deadline.
To execute this massive task, three agencies—Rosmerta Safety Systems Ltd, Real Mazon India Ltd, and FTA HSRP Solutions Pvt Ltd—have been appointed to manage the rollout across three designated zones in the state.
Nagpur Operations
In Nagpur, Rosmerta Safety Systems Ltd will oversee HSRP distribution for vehicles in Nagpur city and Nagpur East, while Real Mazon India Ltd will handle vehicles in Nagpur rural areas. Nagpur City RTO Kiran Bidkar emphasized the vehicle owners’ responsibility in ensuring compliance.
“Vehicle owners must get HSRP and a third registration mark sticker installed by the March 31, 2025, deadline. Appointments can be booked online through portals managed by authorized agencies. The Transport Department is ensuring smooth facilitation of this process,” Bidkar told Lokmat Times.
Nagpur Rural RTO Chavhan noted that while official estimates suggest 2 crore vehicles statewide require HSRPs, the actual number may be lower due to outdated, scrapped, or non-operational vehicles. “Nagpur Rural has approximately 2.60 lakh two-wheelers and around 50,000 four-wheelers requiring HSRPs. Real Mazon may subdivide operations to meet demand efficiently,” Chavhan said.
HSRP Costs and Enforcement
The cost of HSRP installation is set at ₹450 for two-wheelers and tractors, ₹500 for three-wheelers, and ₹745 for four-wheelers, including cars, buses, and trucks (excluding GST).
Post the March 2025 deadline, regional transport offices and police will be authorized to impose penalties for non-compliance under Section 177 of the Motor Vehicles Act, 1988. Despite the department’s efforts, there is speculation about a potential deadline extension given the colossal scale of the task.
