Mumbai: In a major digital reform, the Maharashtra government on Monday introduced a new system that allows citizens to pay stamp duty and obtain e-stamp certificates online from anywhere, eliminating the need to visit licensed vendors physically.
State Revenue Minister Chandrashekhar Bawankule tabled the Maharashtra Stamp Bill in the state legislative council, enabling this transition to a digital system. Following discussions, the bill was approved by the upper house, marking a significant step towards transparency, public convenience, and digital governance.
A Shift from Traditional Processes
Bawankule highlighted that since 2004, citizens were required to visit licensed vendors to purchase physical stamp papers, while franking services were only available at specific centers across the state. Even after paying e-challans for registration, individuals had to submit printed receipts at government offices to obtain stamp papers.
With the new digital system, these steps will be eliminated, ensuring a seamless, fully online process. Citizens can now pay stamp duty anytime, from anywhere, and receive their e-stamp certificates instantly.
Fixed Processing Fee and Continued Availability of Physical Stamps
The minister clarified that the processing fee for e-stamping is fixed at ₹500, with no additional charges. However, the option to purchase traditional physical stamp papers remains available, and there is no obligation for citizens to switch to the digital system.
