The Central Railway has warned property owners and developers against undertaking any construction work within 30 metres of railway land without first securing a mandatory No Objection Certificate (NOC) from the railway authorities.
The advisory comes in the wake of an increase in unauthorised structures being built near railway project corridors, a development that officials say is affecting the smooth execution of infrastructure projects and leading to disputes related to land acquisition and compensation.
According to railway officials, the NOC requirement is based on provisions laid down in the Railway Board’s June 25, 2015 circular issued under the Unified Development Control and Promotion Regulations (UDCPR). Landowners, builders and local bodies have been asked to ensure compliance with these rules before permitting or commencing any construction activity near railway property.
Officials said recent field inspections have detected multiple cases of buildings and other structures coming up within the restricted zone without the mandatory clearance from the railway administration. Such instances have been reported particularly in areas identified for upcoming railway projects and expansion works.
Railway authorities stated that unauthorised construction in these areas can delay project implementation, complicate land acquisition proceedings and trigger disputes over compensation claims and eligibility.
To maintain accurate records and prevent fraudulent claims, Central Railway has started carrying out drone mapping and videographic surveys along the project stretches. Officials said the exercise will help establish the status of the land and existing structures before project execution and determine whether any construction was carried out after project notifications were issued.
