The Indian Railways has announced six major updates to its IRCTC ticket booking system, effective November 5, 2025. These new rules are designed to make the process more secure, transparent, and fraud-free, applying to both online and offline bookings.
One of the most significant changes is that Aadhaar authentication is now mandatory for all passengers during the first 15 minutes of the ticket booking window — a rule that was previously applicable only to Tatkal bookings. Additionally, passengers must now present two identification documents—their Aadhaar ID and registered mobile number—while booking.
The revised system also introduces stricter cancellation rules, baggage penalties, and restrictions for waitlisted passengers, aiming to ensure fairness and enhance passenger convenience.
🔹 6 Major Changes in IRCTC Ticket Booking Rules (Effective November 5, 2025)
- Mandatory Aadhaar Authentication (First 15 Minutes)
Passengers must link their IRCTC account with Aadhaar and verify it via OTP when booking within the first 15 minutes of the window.
This prevents fraudulent or bot-based bookings and ensures that only genuine users access tickets.
Those who haven’t linked Aadhaar can still book tickets after the first 15 minutes.
Note: This rule does not apply to offline bookings at railway counters.
- Two Documents Required for Booking
Passengers must verify their Aadhaar ID and registered mobile number while booking tickets.
This step strengthens passenger identification and improves booking security.
- Stricter Ticket Cancellation Policy
25% cancellation fee for tickets canceled less than 4 hours before train departure.
No refund for Tatkal tickets, unless the train is delayed by over 3 hours or canceled.
Passengers are advised to cancel tickets early to avoid penalties.
- Restrictions on Waitlisted Passengers
Passengers with waitlisted tickets cannot travel in reserved coaches (Sleeper or AC).
Violators will face a fine of ₹250–₹440, plus the full fare for the journey.
This ensures confirmed passengers have access to their rightful seats.
- New Luggage Rules
Excess baggage beyond the allowed limit will attract fines up to six times the regular rate.
Permitted weight limits:
AC First Class: 70 kg
Sleeper Class: 40 kg
Passengers must pre-book luggage exceeding these limits to avoid penalties.
- Agent Booking Restrictions
Authorized agents are barred from booking tickets during the first 10–30 minutes of the booking window.
This ensures regular passengers get priority access, reducing bulk bookings and misuse by agents.
