NAGPUR: Maharashtra government is studying online gambling taxation as a way to increase state revenue. The government is currently at a fiscal deficit, so officials are exploring what Goa achieved through legislation and tourism.
Goa makes more than Rs 2,000 crores every year exclusively gambling taxes. Add tourism, hotels, food, etc. Kerala, Punjab and West Bengal are also doing well with their state lotteries. Maharashtra could get the same kind of benefits by licensing gaming apps online.
What Goa did is now being studied by other states. Their floating casinos employ thousands of people and bring in tourists from all over India and China. Gambling tourists spend around Rs 15,000 per visit on other activities as well.
“The Goa model has created billions of lakhs in revenue and significantly boosted tourism,” said Anand Sharma, Editor in Chief of SevenJackpots, a website dedicated to Indian gambling news. “States that embrace regulated online gambling see immediate tax benefits plus long-term economic growth through job creation and increased consumer spending.”
Online gaming in India crossed Rs 12,000 crores in 2023. Most of this money goes to foreign websites, meaning Indian states miss out on tax revenue. With Maharashtra having good internet connectivity and tech-aware people, the state could grab a decent share of this online market.
Take Kerala’s lottery business. They make Rs 8,000 crores in sales every year, and the government keeps around 30 percent of that money. Punjab and Sikkim are doing similar things, using lottery funds for schools and road projects.
What does this mean for Nagpur? Online gambling taxes could pay for our metro expansion, better garbage collection, and fixing up public buildings. The state could earn Rs 500-800 crores per year from this, and some of that money would come to local areas.
Jobs are another big factor. If online gambling gets regulated, we’ll need call centers, payment companies, and teams to watch over everything. That means thousands of new IT jobs right here in Nagpur.
But there’s a problem. Maharashtra has always been careful about gambling. Politicians worry about people getting addicted and families suffering. Any new system would need strict age checks, money limits, and help for gambling addicts.Still, many experts now think regulated gambling is better than banning it completely. When gambling is illegal, it just goes underground. Nobody pays taxes and players have no protection. With proper rules, we get real companies paying taxes and safer betting.
The pandemic showed why digital income matters. Traditional shops and restaurants were hit hard, but online businesses kept growing. States that started taxing internet services had steadier money coming in during lockdowns.
According to government sources, officials are now doing initial studies on gambling taxes. They’re looking at what worked in other states and trying to estimate how much revenue Maharashtra could make.If this happens, it will start small. Maybe test programs in certain areas first. Nagpur might be chosen for trials because of our IT setup and educated workforce.
This whole discussion is really about how states can make money from internet businesses. More commerce is moving online every year, so old tax systems need updating.
Nobody knows if Maharashtra will copy Goa’s gambling approach. But with state finances getting tighter and other successful examples to follow, these talks will likely continue.
