In a major push to position itself as India’s top hub for Global Capability Centers (GCCs), the Maharashtra Cabinet on Tuesday cleared a comprehensive GCC policy. The initiative seeks to capitalize on the state’s strong industrial network, financial dominance, and technology expertise to attract global firms and investments.
The policy envisions the establishment of 400 new GCCs over the next five years, generating around 4 lakh high-skilled jobs. To achieve this, the state will integrate industry-driven curricula, promote advanced digital and technical training, and encourage cutting-edge research.
Key Focus Areas
The plan emphasizes GCC-led research, multinational partnerships, and the development of world-class business districts backed by a robust digital databank. Special attention will be given to Tier-2 and Tier-3 cities such as Nashik, Nagpur, and Chhatrapati Sambhajinagar, with the goal of creating balanced, technology-driven economic growth beyond metropolitan hubs.
The policy will remain effective for five years (till FY 2029-30) or until a new framework is introduced. A Maharashtra GCC Growth Council will be formed to act as a think tank and advisory body, ensuring alignment with global business trends, regional economic needs, and workforce priorities.
Infrastructure and Incentives
The government plans to set up dedicated GCC parks designed with “walk-to-work” models, future-ready infrastructure, and plug-and-play office spaces. Cluster-based development will also be promoted under projects like Innovation City and the Maharashtra Global Med Zone.
To encourage investments, the state has proposed a one-time capital subsidy:
- Rs 10 crore for small units investing Rs 50 crore,
- Rs 20 crore for medium units with Rs 100–250 crore investment,
- Rs 50 crore for large units investing Rs 250–300 crore.
Additional support includes reimbursement for rent, green certification, patent filing, and R&D initiatives. Non-fiscal incentives such as industry status, extra FSI with concessions, infrastructure funds, zoning relaxations, single-window clearances, open access, and property-related SOP approvals will also be extended to ease GCC establishment.
