The Maharashtra Transport Department has announced a final extension for installing High-Security Registration Plates (HSRP) on vehicles, setting the new deadline at November 30, 2025. After this date, non-compliant vehicle owners will face a ₹1,000 fine, officials confirmed on Monday.
According to the Regional Transport Office, over three lakh vehicles in the state are still without the mandatory plates. Transport Commissioner Vivek Bhimanwar stressed that this is the last and final deadline, urging all vehicle owners—particularly those whose vehicles were registered on or after April 1, 2019—to complete the installation to avoid penalties.
According to a media report, the government has also clarified that vehicle owners visiting authorised HSRP fitment centres will not be charged any additional installation fees. The fitment process at these centres will be done at the approved rate. However, those opting for home installation—where HSRP vendors visit the vehicle owner’s residence to fit the plate—will have to pay a convenience fee directly to the vendor.
Savings on bulk bookings
The Transport Department has introduced a special provision for housing societies, corporate offices, and parking premises. If 25 or more vehicle owners from the same location opt for bulk booking, then no additional home-fitment fee will be charged for any of them. This step is aimed at encouraging group compliance and reducing logistical delays.
Flexibility in fitment location
To make the process more convenient, vehicle owners can now get their HSRP fitted at any authorised centre across Maharashtra, regardless of the RTO office where their vehicle was originally registered. For instance, a vehicle registered in Nagpur can have its HSRP installed at a Pune or Mumbai fitment centre, provided the centre is authorised under the Maharashtra HSRP programme. The department has advised citizens to select the nearest centre to their residential or workplace location for easier access.
What is HSRP and why it’s mandatory
The High-Security Registration Plate (HSRP) system was introduced to prevent vehicle theft, duplication of registration numbers, and to improve law enforcement efficiency. Each plate comes with a unique laser-etched code and a tamper-proof locking mechanism, ensuring authenticity and traceability through the national Vahan database.
While the system was initially implemented for new vehicles post-2019, the current drive is aimed at ensuring uniform compliance across all categories of vehicles, including two-wheelers, cars, and commercial vehicles registered before 2019.
Heavy penalty after November 30
After the November 30 deadline, transport enforcement officers and traffic police will begin issuing fines of Rs 1,000 for non-compliance. Repeat offenders could also face higher penalties and possible seizure of the vehicle registration certificate (RC) until the HSRP is installed.
Transport Commissioner Bhimanwar appealed to vehicle owners to avoid the last-minute rush. “This extension has been granted to give citizens sufficient time. But after November 30, strict action will be taken against violators,” he warned.
