Students in private aided and partially aided schools will no longer suffer academically because their managements are locked in disputes. If a dispute between institution office-bearers has been pending before the Charity Commissioner for more than a year, the Education Department will itself fill vacant teaching posts in those schools directly through the Pavitra portal, under a significant Government Resolution issued by the School Education and Sports Department.
Teacher recruitment has been conducted transparently through the Pavitra portal since 2017. However, many private institutions embroiled in internal disputes stay out of the recruitment process, leaving students without teachers for years.
Under the new mechanism, the Education Officer or Divisional Deputy Director of Education will update the roster with the help of the headmaster or in-charge headmaster, and advertise recruitment limited to 80 per cent of vacant posts on the portal. Candidates will be recommended on a 1:1 basis without interviews, and their appointment cannot be refused. Headmasters, as ex-officio secretaries, must issue appointment orders — their salaries can be withheld if they refuse to cooperate.
The government has also warned that neither faction in a management dispute can interfere in the process, directly or indirectly. Any attempt to obstruct recruitment will invite the appointment of an administrator over the school. Where an institution’s schools span multiple districts within one education division, such as Nagpur division, the Divisional Deputy Director will handle the process; across divisions, the Director of Education takes charge.
