Nagpur Municipal Commissioner hands over budget of Rs 2,607.60 cr to Standing Committee

Municipal Commissioner Nagpur Municipal Corporation (NMC) Radhakrishnan B,  proposed budget for the year 2021-22 of Rs 2,607.60 crore. He handed it over to Standing Committee Chairman Prakash Bhoyar. In the meeting held today at Dr  Punjabrao Deshmukh Smriti Standing Committee Hall,  Radhakrishnan B,  presented the revised budget of the corporation for 2020-21.

Standing Committee Chairman Prakash Bhoyar, Committee Member Adv. Sanjay Balpande, Manoj Gawande, Narendra Walde, Members Pragati Patil, Bharti Bunde, Neha Nikose, Additional Commissioner Jalaj Sharma, Ram Joshi, Sanjay Nipane, Corporation Secretary Dr. Ranjana Lade, Chief Accounts and Finance Officer Vijay Kolhe were present on the occasion.
The Municipal Commissioner has presented a revised budget for 2020-21 and a proposed budget for 2021-22 as ‘A’ and ‘C’. The details of income and expenditure of the corporation are presented in detail in section ‘A’ while the budget of Water Supply and Sewerage Department is presented in section ‘C’.

In the budget of 2020-21, the revenue is Rs 2,169.59 crores and the initial balance is Rs 264.04 crores and the revised income of 2020-21 is Rs  2,433.63 crores. The estimated revenue for the year 2021-22 is estimated at Rs 2,607.60 crore. The total expenditure for 2020-21 will be Rs 2,433.09 crore, of which Rs 1,782.93 crore will be for Part-A and Rs 650.16 crore for Part-C. The total expenditure for the year 2021-22 will be Rs 2,607.89 crore, of which Rs 1,910.80 crore will be spent in Part A and Rs 697.03 crore in Part C. Of this, Rs 108 crore has been made available for transport activities in 2020-21 and Rs 108 crore for 2021-22.

While planning the development works to be undertaken in the year 2021-22, special attention has been paid to the works which are urgently needed. No new tax was proposed in the year 2021-22 and the tax was levied on the basis of the existing tax system, clarified Commissioner Radhakrishnan B. in the budget.

The Commissioner also mentioned that in order to increase the income of the corporation, it is necessary to limit the expenditure in proportion to the actual income received by the corporation. The Government is giving ‘GST’ subsidy to keep the financial condition of the corporation in order. In 2020-21, till February 2021, Nagpur Municipal Corporation has received a grant of Rs. 1,107.51 crore.

A target of Rs. 4 crore has been set for the next financial year 2021-22 through the determination of local body tax returns. Property Tax -the property owner collects the full amount of property tax for the current financial year before June 30 within the stipulated period, he will get a 10 per cent rebate on the general tax amount. Also, if you deposit before December 31, you will get a 5 per cent rebate on the general tax amount. Also, QR Code will be put on property tax payments.

Water Supply Department: As per the revised annual budget estimates for 2020-21, revenue of Rs. 170 crore is expected. For the financial year 2021-22, an income of Rs 195 crore has been proposed from water tariff.
Town Planning Department: The Town Planning Department has set a target of 102.63 crore revenue for the financial year 2021-22.
Market Department: In the financial year 2021-22, revenue of Rs. 13.19 crore is expected from the market department. Real Estate: For the financial year 2021-22, revenue of Rs. 6.71 crore is expected from real estate. Advertising and Theaters  Department: In the year 2021-22, an income of Rs. 6.75 crore is expected from the Advertising Department.
Property Tax Department: Revenue of Rs. 332 crore is expected from property tax.

Proposed expenses of the corporation

Water Supply Department: – Proposal of Rs. 78 crore for 24×7 water supply project; The mindset of working by calling for tenders.  Rs. 72.50 crore is expected for various works under Amrut  Yojana.  Mini STP will be installed on the drain for the gardens near the drain flowing through the city and the water will be used in the garden. It is expected to cost Rs 1.21 crore.

Construction Department:  City Cement Concrete Road Project Phase II has received Rs. 200 crore from the financial participation of the Government and Nasupra and the remaining funds are to be borne by the Municipal Corporation. The updated project has cost Rs 225 crore and is expected to be completed by June 2021.  125 crore has been received from the financial contribution of the government and Nasupra for phase 3 and the amount of the corporation’s share is starting from the government fund as well as the amount of bank loan. Up-to-date cost of Rs 100 crore on the project.

Project Department:  Construction of commercial complex at Budhwar Bazaar (Mahal),  Construction of shopping mall with market at Wednesday Bazaar, Sakkarada,  State-of-the-art commercial complex at Sokhta Bhavan, Kamal Chowk, Pachpavli etc.  Construction of Balasaheb Thackeray Memorial Educational, Arts, Sports and Cultural Center.  Strengthening and beautification of Gandhisagar Lake. ‘Jijau Smriti Shodh Sansthan’ Mauja Ambazhari, Shankar Nagar – Corporation’s 7.42 crore fund.  Pradhan Mantri Awas Yojana Homes for All (Urban).

Lighting department: Provision of Rs. 60 crore for public power system in 2021-22

Department of Education: Study through ‘app’ by providing ‘tablets’ to students of class IX, X and XII; Provision of Rs. 3.5 crore.  Provision of Rs. 5 crore for six English medium schools in the constituency. Department of Horticulture and Tree Authority:  Creating  theme base Rose and butterfly garden.  ‘Fragrance Park’,  ‘Adventure Park’,  Miyawaki Park,
Fire and Emergency Services Department:  Purchase of 32 meter high hydraulic platform

Construction of fire station.  Rs 5 crore provision for reconstruction of old fire station Rs 17.90 crore for procurement of fire tenders and emergency tenders

Department of Health:  5 crore each sanctioned for Minimata Nagar and Nara Urban Community Health Centers under National Civil Health Mission.  Provision of Rs 3 crore for 75 ‘Vande Mataram’ civic health facilities as per the concept of Mayor. Dayashankar Tiwari.
Solid Waste Management Department:  It is proposed to install LPG or electric crematorium on all the cremation grounds of the corporation. Under Swachh Bharat Abhiyan, it is proposed to focus on zero waste generation as per 4R (Reduce, Reuse, Recycle, Refuse) formula.  Provision of Rs. 15 crore for Nag River Pollution Prevention Project

Department of Social Development:- Survey launched through the digital app for the rehabilitation of beggars.  Special focus on schemes for destitute, widows, abandoned, divorced women under Women and Child Welfare Department.  Implementing all welfare schemes for the disabled effectively
