In a significant step to strengthen student safety, the Central Board of Secondary Education (CBSE) has made it mandatory for all affiliated schools to install high-resolution CCTV cameras with audio recording capabilities across their campuses. The directive was issued on Monday through a circular and involves a key amendment to the CBSE Affiliation Bye-laws 2018.
The revised regulation, under Chapter 4 of the Affiliation Bye-laws, requires schools to equip all entry and exit points, lobbies, corridors, staircases, classrooms, laboratories, libraries, canteens, store rooms, playgrounds, and other common areas with CCTV systems with audio-visual functionality. However, installation in toilets and washrooms remains strictly prohibited.
The board also specified that these surveillance systems must retain footage for a minimum of 15 days, with a backup storage of the same duration to be made available for inspection by authorities when required.
The move is aimed at curbing threats such as bullying, abuse, and other security risks, and ensuring prompt redressal of complaints through verifiable evidence.
Lack of Footage Hampers Past Investigations
School heads welcomed the decision, noting that previous incidents went unresolved due to lack of proper video or audio evidence. In one such case, a primary school student returned home with bruises, alleging a teacher had hit him. However, due to the absence of CCTV in the classroom, the matter could not be confirmed. Similarly, a bullying incident was dismissed as it occurred in an area not covered by cameras.
School Principals, Parents Support the Move
Malobika Dutta, Principal of Kenalily School for Children, supported the decision, calling it a necessary upgrade. “While many schools already have CCTV systems in place, this directive ensures comprehensive coverage and accountability. Footage often becomes critical evidence in cases involving parents, students, or staff,” she stated.
The CBSE’s latest measure reflects its commitment to creating a safe and secure learning environment, while also promoting transparency and timely intervention in school-related grievances.
