The message is brutal and clear: stay quiet or get punished.
The circular bans not only criticism but even harmless engagement—likes, comments, and emoji reactions are now landmines. Sharing a meme about a broken road or reacting to a post about waterlogging could be seen as insubordination. Even praising one’s own work is forbidden. So if a doctor saves lives or an engineer fixes a collapsed bridge—better not mention it. Gratitude is fine; recognition is not.
Posting photos of government vehicles, buildings, or documents is now classified as a threat. Employees must manage two accounts: one robotic, the other silent. Expressing a personal opinion, however honest or justified, could now invite a charge sheet.
This isn’t about protecting the government—it’s about crushing dissent. If a sanitation worker reveals there’s no equipment or a teacher shows a dilapidated classroom, that truth is now punishable.
And all this in a state that preaches “Digital India” and “Good Governance.” What it really fears is honesty—from the very people holding the system together.
