In a major crackdown on mismanagement, the Nagpur Municipal Corporation (NMC) has slapped a combined penalty of ₹80 lakh on its two private garbage collection contractors — BVG India Ltd and AG Enviro Infra Pvt Ltd — after a surprise inspection revealed serious violations in vehicle condition and daily operations.
The civic body has decided to deduct 10% from the contractors’ August payments, citing gross negligence and breach of contract. AG Enviro manages waste in Zones 1 to 5, while BVG India handles Zones 6 to 10.
The inspection, conducted by Additional Municipal Commissioner Vasumana Pant on July 21, uncovered disturbing lapses. Nearly 70% of the vehicles were in poor condition — unclean, unregistered, and without valid Pollution Under Control (PUC) certificates. Some even lacked proper number plates or had drivers without licenses.
In over 50% of the vehicles, waste was not covered after collection, causing foul odor and risk of spillage. Many were also missing the mandatory blue and green bins required for dry and wet waste segregation.
Despite multiple prior warnings, the contractors failed to implement improvements. The NMC, citing reputational damage and rising citizen complaints, issued show cause notices to both firms, giving them 24 hours to respond, or face additional action.
The ₹80 lakh penalty is a strong signal that the civic body is shifting from tolerance to strict enforcement and accountability. As public dissatisfaction peaks, NMC has made it clear: non-performance will now cost companies heavily — not just in reputation, but in revenue.
