The Association for Industrial Development (AID), an initiative envisioned by Union Minister Shri Nitin Gadkari, has appealed to the Maharashtra Government to expedite the implementation of the Global Capability Centers (GCC) policy to transform Nagpur into a leading IT hub.
AID President Ashish Kale, in a letter addressed to State IT Minister Adv. Ashish Shelar, emphasized the importance of this policy for balanced regional development, particularly for Tier-2 and Tier-3 cities like Nagpur. Recalling Minister Shelar’s assurance during the Advantage Vidarbha 2025 summit about setting up a task force to ensure that the GCC policy does not remain confined to Tier-1 cities, Kale urged immediate action.
Highlighting competitive pressures, AID pointed out that states such as Madhya Pradesh, Uttar Pradesh, Tamil Nadu, and Andhra Pradesh have already rolled out GCC-friendly policies, and any further delay could weaken Maharashtra’s standing.
Underscoring Vidarbha’s IT potential, AID recommended that Nagpur, particularly through MIHAN-SEZ, be included as a dedicated Tier-2 GCC hub. Key suggestions include accelerated infrastructure support, integration of MIHAN-SEZ with the India BPO Promotion Scheme 2.0, and a Vidarbha-focused GCC/BPO incentive scheme. Proposed measures also cover reimbursement of capital and operational costs, exemptions on stamp duty and electricity charges, patent incentives, ISP bandwidth subsidies, and job creation support.
To ensure a skilled workforce, AID further called for the introduction of specialized GCC-related academic modules under the National Credit Framework. The association has also sought an opportunity to present these proposals before the GCC Policy Task Force to represent regional stakeholders.
