Power expert R.B. Goenka has filed a contempt petition in the Supreme Court against Maharashtra State Electricity Distribution Company Limited (MSEDCL), alleging non-compliance with the apex court’s order dated November 17, 2025. Goenka has sought strict action against company officials, claiming that electricity bills continue to be issued at higher rates despite clear judicial directions.The dispute traces back to MSEDCL’s Multi-Year Tariff (MYT) petition before the Maharashtra Electricity Regulatory Commission (MERC) in 2024. In March 2025, MERC reduced the average tariff by around 10% across consumer categories. However, MSEDCL filed a review application, and in June 2025, MERC revised the tariff upward without hearing consumers, including Goenka.Consumers challenged the review order in the Bombay High Court, which quashed the June 2025 order and directed MERC to reconsider the matter after hearing stakeholders. The High Court also ordered that, until a fresh decision, the March 2025 tariff reduction would remain in force.Although the High Court granted MSEDCL a four-week stay to approach the Supreme Court, the apex court on November 17, 2025 dismissed the company’s appeal and upheld the High Court’s directions, asking MERC to decide the review petition within 12 weeks.Goenka contends that despite this, MSEDCL continued issuing December 2025 and January 2026 bills based on the quashed June review order. After sending a legal notice on January 24, 2026 without receiving a response, he approached the Supreme Court alleging deliberate violation of its order.
