If you have been putting off installing rooftop solar panels at home, June 1 is a date worth knowing. New federal rules kicking in from Thursday will change what panels qualify for government subsidies and net metering — and for many Nagpur residents, that means higher costs and fresh paperwork.
At the heart of the change is a regulation called ALMM List-II, issued by the Ministry of New and Renewable Energy. Until now, a solar panel only needed to be on the government’s approved list as a complete unit. From June 1, the solar cells inside the panel must also come from an approved domestic manufacturer. Panels that don’t clear this bar will be disqualified from subsidies and net metering connections — no exceptions.
The pinch will be felt most by applicants under the PM Surya Ghar Muft Bijli Yojana, which offers up to ₹78,000 in subsidies to eligible households. Experts estimate compliance costs could push panel prices up by ₹3,000 per kilowatt — meaning a standard 2 kW home system gets ₹6,000 more expensive overnight.
The government’s stated rationale is reducing dependence on Chinese-made solar cells and building a domestic manufacturing base. Private installations with no subsidy or scheme linkage are unaffected.
Nagpur residents with pending PM Surya Ghar applications should verify their installer’s panel compliance before Thursday.
