The Maharashtra government will introduce a uniform set of operational guidelines for autonomous colleges before August 15, aiming to standardise governance and ensure greater transparency across higher education institutions in the state.
The decision was taken during a review meeting chaired by Higher and Technical Education Minister Chandrakant Patil in Mumbai. He instructed the Maharashtra State Council for Educational Research and Training (MSCERT) to draft and issue the guidelines in line with the University Grants Commission’s (UGC) 2023 regulations governing autonomous colleges.
The proposed framework is expected to address several concerns raised by autonomous institutions, including fee structures, university approvals for levying various charges, affiliation fees, and procedures related to existing as well as newly proposed academic programmes.
Patil said Maharashtra currently has 151 autonomous colleges functioning under the Higher Education Department. All these institutions have been implementing the National Education Policy (NEP) 2020 since the 2023-24 academic session.
Emphasising the need for a common regulatory framework, the minister said uniform guidelines would help streamline the functioning of autonomous colleges, improve administrative efficiency and bring greater consistency in academic and governance practices across the state.
