In view of the growing influence of digital media and the widespread use of social networking platforms, the Government of Maharashtra has issued a comprehensive advisory for all government officers and employees regarding the responsible use of social media. The directive, released by the General Administration Department, aims to maintain the dignity of public service and prevent misuse of digital platforms by those in official positions.
The government has noted that in recent times, there have been instances where unauthorized information, misleading content, and personal opinions have been circulated by officials on platforms such as Facebook, Twitter (X), Instagram, YouTube, WhatsApp, and Telegram. Such actions not only cause confusion among citizens but also harm the image of the administration. The new guidelines are therefore intended to bring uniformity, transparency, and accountability in social media communication by public servants.
As per the advisory, all officers and employees under the service of the Maharashtra Government—including those on deputation, temporary appointment, or contract—must strictly adhere to these instructions. Government personnel are prohibited from using anonymous accounts to comment on policy matters, spreading unverified or false information, or promoting personal political opinions. It is also strictly forbidden to present government initiatives as personal achievements or post content that may be perceived as self-promotion.
Only official, verified government social media accounts are authorized to share updates related to administrative work, development projects, or public schemes. Personal accounts must not be used for posting such information unless specifically permitted. Furthermore, no officer is allowed to upload photos, videos, or other media related to government meetings, programs, or files without prior permission. Sharing internal or confidential matters through digital platforms is considered a serious violation and will attract disciplinary action.
The advisory also clarifies that even while forwarding messages or participating in digital forums, officers must ensure that no content is shared which could bring disrepute to the government or create public misunderstanding. They must maintain neutrality and integrity in all digital interactions and avoid being part of any controversy that may arise from online activity.
The circular was signed by Suchita Mohan Mahadik, Deputy Secretary of the Government of Maharashtra, and has been circulated to all secretaries, commissioners, department heads, and district collectors for strict compliance. The advisory emphasizes that the responsible use of social media is not only a matter of administrative discipline but also crucial for safeguarding public trust in government institutions.
