The Nagpur Municipal Corporation (NMC) has made it mandatory to use at least 10% recycled construction and demolition (C&D) waste materials in all civic development projects. The directive, issued by Municipal Commissioner Dr. Abhijeet Chaudhari, aims to promote sustainable construction and ensure strict compliance with the Environmental (Construction and Demolition Waste Management) Rules, 2025.
The NMC, in partnership with Hyderabad C&D Waste Pvt. Ltd., operates a 150-tonne-per-day C&D waste recycling plant at Bhandewadi. The facility produces fine sand, coarse sand, aggregates ranging from 10 mm to 40 mm, and reclaimed soil through an advanced processing system. The quality of the recycled material has been tested and certified by VNIT Nagpur, confirming its suitability for public works.
According to the new circular, all new NMC tenders must include a clause requiring contractors to use a minimum of 10% recycled materials in construction of roads, footpaths, drainage lines, and pipeline restoration works. Contractors must procure the material from the Bhandewadi plant and submit proof of purchase. Final payments will be released only after certification from supervising engineers confirming compliance.
The operator company, Hyderabad C&D Waste Pvt. Ltd., must also conduct monthly quality testing at VNIT and submit performance reports and rate charts to NMC. Officials said the move will reduce landfill waste, promote recycling, and conserve natural resources like sand and stone, making Nagpur a model for sustainable urban development in Maharashtra.
