Employees of the Public Works Department (PWD) Nagpur Circle have not received their October salaries or Diwali bonuses, after a sudden directive from the state PWD ministry ordered officers from every district to personally visit Mantralaya with staff details that could have been sent by email.
The ministry has asked each circle to provide manual records of permanent, contractual, and ad hoc staff before salary bills are cleared. As a result, pay disbursal — usually done on the first day of the month — has been delayed for over two weeks.
A senior accounts officer called it a “Tughlaqi order,” saying, “All the data already exists in the HRMS system. Forcing officers to travel to Mumbai makes no sense and is wasting public money.”
The ₹12,000 Diwali bonus for each staffer is also pending since treasury bills remain unapproved. To resolve the issue, a group of Nagpur Circle officers will travel to Mantralaya on Thursday to submit all employee records in person.
Employees say the delay has caused financial stress before the festival. “We build roads for the state, but this time we’re travelling our own road to get paid,” one staffer said.
PWD insiders hope the ministry clears the payments immediately once the verification is complete.
