Nagpur: Maharashtra’s winter capital is set for a major infrastructural transformation with the construction of a new crescent-shaped Vidhan Bhavan complex, modeled on the architectural inspiration of the new Parliament House in New Delhi. The ambitious project aims to modernize the State’s legislative facilities while preserving Nagpur’s existing heritage structures, officials said.
According to sources, the proposed crescent-shaped building will be developed within the existing legislative premises. To make way for the new structure, temporary camp offices and barracks used by various political parties — including the BJP and Congress — will be demolished. However, the old Assembly and Legislative Council buildings, both recognised as heritage monuments, will remain untouched.
The new complex will feature three main components — a Central Hall at the base, the Assembly Hall on the first floor, and the Legislative Council Hall above it. Officials added that the design will incorporate expanded seating capacity to accommodate an expected rise in the number of MLAs and MLCs following the upcoming constituency delimitation based on the new census.
To make space for this redevelopment, the existing Legislative Council offices will be relocated to a new Secretariat building on the premises of the Government Printing Press.
Central Hall to Enable Budget Sessions in Nagpur
For several years, there has been a strong demand to hold not only the Winter Session but also the Budget Session of the Maharashtra Legislature in Nagpur. The lack of a Central Hall has been the main constraint. Addressing this, Assembly Speaker Rahul Narwekar directed officials to ensure inclusion of a Central Hall in the new design. Acting on his instructions, a Detailed Project Report (DPR) has been prepared, clearing the way for execution.
The entire project is estimated to cost ₹1,200 crore. In addition to the new Vidhan Bhavan, four seven-storey buildingswill be constructed to support administrative and ancillary functions. The proposal has already been submitted to the state government, and the tender process will begin after approval.
Heritage Building to Be Converted into a Museum
As part of the redevelopment plan, the existing heritage Vidhan Bhavan will be transformed into a museum, chronicling the journey of Maharashtra’s legislature from its first Assembly session to the present day. The current Assembly Hall is proposed to be repurposed into a community centre.
With this project, Nagpur — the Second Capital of Maharashtra — is set to gain a state-of-the-art legislative complexthat harmoniously blends modern architecture with historical legacy, reaffirming its status as a vital seat of governance in the state.
