Under the Protection of Women from Sexual Harassment (PoSH) Act, it is mandatory for all private establishments employing ten or more workers to constitute an Internal Complaints Committee (ICC) and register it on the Central Government’s ‘She Box Portal’. Failure to comply with this provision will attract a penalty of ₹50,000.
While grievance committees are already functioning in government establishments and some large private organisations have put mechanisms in place, women working in smaller private establishments often lack a proper platform to lodge complaints. To address this gap, the Central Government has launched the ‘She Box Portal’, making it compulsory for all eligible private establishments to register their internal grievance committees online.
Every private establishment with ten or more employees—irrespective of whether there are women employees at present—must form an ICC and complete its registration on the portal. This requirement applies to all types of establishments, including petrol pumps, hotels, service offices and other commercial units.
The head of the concerned office will act as the nodal officer of the Internal Complaints Committee. Establishments are also required to upload updated details of their committee on the Central Government website and display information about the ICC prominently at the entrance or front area of the office.
As per Section 26 of the Act, failure to constitute an Internal Complaints Committee will result in a fine of up to ₹50,000. In case of repeated violations or continued non-compliance, the penalty will be doubled, and the authorities may also initiate proceedings to cancel the establishment’s business licence.
