Vidarbha Industries Association (VIA) has welcomed the Maharashtra Industries, Investment & Services Policy 2025, announced by the Government of Maharashtra on 31st December 2025, describing it as a forward-looking, industry-friendly and inclusive policy aimed at making Maharashtra India’s first trillion-dollar state.
The policy, which will remain in force for five years, lays strong emphasis on smart manufacturing, large-scale employment generation, sustainability, self-reliance, and ease of doing business, thereby positioning Maharashtra as a trusted global investment hub.
Strong Focus on Industrial Infrastructure & New-Age Manufacturing
VIA noted that the policy’s thrust on industrial land banks, industrial corridors, industrial parks (PPP and other models), port-led development (coastal and inland), and smart manufacturing will significantly strengthen Maharashtra’s industrial ecosystem, especially in emerging regions like Vidarbha.
Dedicated Sectoral Policies to Unlock Growth
The policy’s announcement of dedicated upcoming sector-specific policies for MSMEs, Aerospace & Defence, Electronics & Semiconductors, Media & Entertainment, Apparel & Leather, APIs, and Circular Economy reflects a clear roadmap for future-ready industrialization and employment-intensive growth.
Major Boost for MSMEs – A Long-Standing VIA Demand Fulfilled
VIA has particularly welcomed the significant enhancement of the MSME eligibility threshold, wherein the fixed capital investment limit has been increased from ₹50 crore to ₹125 crore—a long-pending industry demand that will now allow many growing enterprises to continue enjoying MSME-level incentives.
Further, Large-Scale Industries (LSI) falling between MSME and Special LSI thresholds will now be eligible for MSME-like incentives, ensuring a smoother growth transition for expanding units.
Vidarbha Gets Strategic Advantage
The policy provides a strong incentive framework for Vidarbha by defining Special LSI units as those investing ₹200 crore or generating 150 jobs, making them eligible for incentives up to 90% of Fixed Capital Investment for 9 years, along with 100% SGST-linked incentives, a substantial improvement over the earlier policy regime.
Support for Services, GCCs & Knowledge Economy.
VIA has also appreciated the focus on service-sector growth, including the development of Service-Oriented Cities and the promotion of Global Capability Centres (GCCs), with Nagpur identified as an emerging GCC destination, alongside other tier-2 and tier-3 cities.
Sustainability, Circular Economy & Women Entrepreneurship
The policy’s strong orientation towards green manufacturing, renewable energy, circular economy parks, carbon neutrality, and women entrepreneurship aligns well with global ESG expectations and future industrial competitiveness, according to VIA.
VIA’s Role in Policy Formulation
VIA expressed satisfaction that several representations and suggestions submitted by the Association over the last few years have been accepted and incorporated in the final policy document, reinforcing the importance of structured industry-government dialogue.
