The state government has removed the requirement of obtaining separate non-agricultural (NA) permission while converting agricultural land for non-agricultural use. Under the new rule, approval of the building plan by the Town Planning Department or the local authority will be treated as deemed NA permission.
As a result, landowners will no longer need to seek additional approval from the district collector for NA conversion. The annual NA tax has also been abolished. The decision, taken on the advice of Chief Minister Devendra Fadnavis, was announced by Revenue Minister Chandrashekhar Bawankule, and the necessary gazette notification has been issued.
The changes have been introduced through amendments to the Maharashtra Land Revenue Code. Earlier, citizens had to obtain building plan approval from the planning authority and then separately apply to the district collector for NA permission. Under the revised rules, if the proposed land use is permitted under the development plan, the construction approval granted by the planning authority itself will be considered valid NA permission.
Applications for construction approval can now be submitted online through BPMS or AutoDCR systems.
