Despite repeated deadline extensions and awareness campaigns, the installation of High Security Registration Plates (HSRP) has seen a poor response in Nagpur, with nearly half of the eligible vehicles still without the new number plates. The State Transport Department has announced that strict action against violators will begin from February 18.
State Transport Commissioner Vivek Bhimanwar said vehicle owners who registered for HSRP before December 31, 2025, but have not yet installed the plates were given a 15-day grace period. “Those who registered on time deserve a fair opportunity, which is why enforcement will start from February 18,” he said. Vehicle owners who registered after December 31 or have not registered at all will face a fine of ₹1,000. Authorities also clarified that checks will include other mandatory documents such as Registration Certificate (RC), PUC, insurance and driving licence, and violations will attract additional penalties.
According to Nagpur RTO officials, only about 52% of eligible vehicles in Nagpur City (MH-31) and 55% in Nagpur East (MH-49) had registered for HSRP before the deadline, out of a total 8.72 lakh eligible vehicles. In Nagpur Rural (MH-40), the situation is worse, with only around 50% of the 5.62 lakh eligible vehicles registered.
Officials stated that strict enforcement will begin once formal orders are issued by the State Transport Commissioner. Across Maharashtra, more than one crore vehicles are still running with old number plates, indicating low compliance among vehicle owners.
