The Maharashtra government on Thursday gave formal approval for the construction of a new Vidhan Bhavan complex in Nagpur, with an estimated cost of over ₹1,000 crore. The proposal had earlier been cleared by the Cabinet Infrastructure Development Committee on March 11.
Chief Minister Devendra Fadnavis, who chaired the meeting in Mumbai, directed officials to complete the project by 2028.
The project will cover two plots within the existing Vidhan Bhavan premises. Plot 1, designated for the new legislative building and annexes, has been approved at ₹662.89 crore, while Plot 2—meant for an administrative building and offices for political parties registered in Maharashtra—has been sanctioned at ₹339.78 crore.
The Maharashtra State Infrastructure Development Corporation will serve as the implementing agency. Tenders for both components will be floated on an engineering, procurement and construction (EPC) basis, with execution subject to conditions set by a high-powered सचिव-level committee. Administrative approvals and funding will be handled by the Maharashtra Legislature Secretariat.
The new complex will replace the existing Vidhan Bhavan, a British-era structure built in 1920, which is now considered inadequate for current legislative needs. The main building on Plot 1 will include A, B and C blocks across four floors, covering a built-up area of 62,924 sq ft. It will feature an assembly hall with seating for 400 members, a legislative council chamber for 120, and a central hall accommodating around 700 people for joint sessions. The complex will also include offices for the Chief Minister, deputy chief ministers, Speaker, Chairman, and Leaders of Opposition, along with committee rooms, media facilities, parking, cafeterias and a dedicated security zone.
The administrative tower on Plot 2 will be a 14-storey structure spread across nearly 4 lakh sq ft, built on land transferred from the Government Press and Library at Civil Lines. It will be connected to the main complex through an underground tunnel.
The project has been designed by architect Hafeez Contractor. Assembly Speaker Rahul Narwekar had earlier called for the complex to be grand and iconic, while Fadnavis emphasised the inclusion of green building features and public-friendly amenities.
