The Nagpur Bench of the Bombay High Court on Monday expressed displeasure with the Nagpur Municipal Corporation (NMC) for failing to address complaints related to cement road construction in the city. The court strongly reprimanded the civic body and directed it to submit an affidavit detailing the steps taken to resolve the grievances by June 11.
The directions came during the hearing of a Public Interest Litigation (PIL) filed by social organization Janmanch. The petition alleges several irregularities and deficiencies in the construction of cement roads across Nagpur.Earlier, on June 8, the court had directed NMC to immediately address all complaints regarding cement roads and submit a compliance report. However, petitioners informed the court that the civic body had not taken any concrete corrective measures despite the order.
Advocate Parvez mirza appearing for the petitioners, told the court that in many areas cement roads have been constructed at an elevated level, resulting in rainwater entering adjoining houses. He also alleged that old asphalt roads were excavated and concrete was laid directly over them, leading to uneven road levels and drainage issues.
The petition further claims that fly ash is being used in cement road construction, causing dust pollution due to exposed aggregates. It also alleges the absence of proper road markings and the use of substandard materials, including paver blocks that are reportedly deteriorating within a short period.
The High Court has now directed NMC to place on record the specific measures undertaken to redress these complaints and explain the status of corrective action before the next hearing on June 11.
