Nagpur’s Cement Road Phase 4, Package 11, awarded to a construction company for ₹20 crore, has turned into a scandal due to corruption, mismanagement, and negligence. The project, meant to construct a 930-meter-long DP road from Hasanbagh Square to Sakore Nagar Square, has been compromised by illegal encroachments, reducing the sanctioned 18-meter width to just 7-12 meters. The Nagpur Municipal Corporation (NMC) ignored these violations and proceeded with construction, leading to substandard work.

Instead of concrete, large sections have been built using paver blocks due to illegal structures obstructing proper development.
Shockingly, 22 houses, along with housing societies like Malik Makbuja and Tirupati Co-operative Housing Society, have encroached on the road.

The Nagpur Improvement Trust (NIT) worsened the issue by issuing Release Letters (RLs) without verifying land clearance, effectively legalizing these encroachments.
Civic authorities failed to act, allowing nearly 500 meters of narrow road to be laid. Following complaints, Union Minister Nitin Gadkari intervened, temporarily halting work. The tragic death of a four-year-old child, Om Nimbartai, due to unsafe road conditions underscores the severity of the situation.

The Unified Development Control and Promotion Regulations (UDCPR) mandate DP roads remain as per sanctioned plans, yet violations persist.
This case highlights the incompetence of NMC and NIT in enforcing urban planning laws. Without accountability, Nagpur’s infrastructure will continue to suffer from corruption and neglect.
