The state government has mandated the strict implementation of the Animal Birth Control (ABC) Rules, 2023, in all urban areas, including Nagpur, to control the stray dog population in a humane manner. As per the latest Government Resolution (GR) from the Urban Development Ministry, municipal bodies must adopt the Catch-Neuter-Vaccinate-Release (CNVR) program. This follows the Prevention of Cruelty to Animals Act, 1960, which strictly prohibits the relocation, mistreatment, or killing of stray dogs. Municipalities must ensure proper sterilization and vaccination instead of resorting to inhumane measures.
Nagpur has been facing rising stray dog populations, dog bites, and rabies cases. Under the new rules, the Nagpur Municipal Corporation (NMC) is responsible for catching, neutering, vaccinating, and releasing stray dogs back into their original areas. This initiative aims to curb population growth and minimize rabies risks in a humane and sustainable way.
The state government will closely monitor NMC’s implementation, ensuring strict adherence to the Animal Birth Control Rules, 2001, and preventing any unauthorized removal or harm to stray dogs.
For Nagpur residents, this initiative promises long-term benefits, reducing dog bite incidents and conflicts while improving public safety. With systematic sterilization and anti-rabies vaccination, the city is expected to see a decline in stray-related issues.
Going forward, NMC must accelerate sterilization drives and awareness campaigns in collaboration with veterinary experts and animal welfare organizations to ensure the effective and humane management of stray dogs in the city.
