Meanwhile, strong indications suggest that the code of conduct for the upcoming Zilla Parishad and Panchayat Samiti elections will be imposed later this week, triggering an intense rush in government departments to clear pending work.
Once the code comes into force, all development activities, fund allocations and administrative approvals must be halted. Anticipating this freeze, various departments — particularly the Education Department, Public Works Department, Water Supply, and Minor Irrigation Division — have begun pushing pending proposals at top speed. Contractors have been crowding the construction and engineering offices to get their files approved before the deadline, leading to unusually heavy footfall in administrative sections. Senior officials have reportedly directed their staff to complete all pending work immediately and submit updated progress reports to higher authorities without delay.
At the political level, preparations for the ZP and Panchayat Samiti elections have intensified. Political parties have begun zeroing in on potential candidates, with meetings, outreach programmes and on-ground mobilisation increasing across rural regions. In several areas, aspirants have begun hurriedly performing bhumipujan ceremonies for development works before the code of conduct restricts such activities. With some influential leaders finding their traditional circles reserved, many are preparing to contest from neighbouring constituencies, resulting in internal competition and confusion. Party insiders do not rule out the possibility of rebellion in certain circles, and candidate poaching is also expected in a few hotbeds.
