In a major relief for landholders, the Maharashtra government has introduced an eight-point procedure to regularise land transactions carried out in violation of the Fragmentation (Subdivision) Act between November 15, 1965, and October 15, 2024. Revenue minister Chandrashekhar Bawankule has directed all district authorities to implement the new mechanism, which is expected to benefit nearly 3 crore citizens across 60 lakh families.
Under the revised system, remarks on 7/12 extracts citing violations of the Fragmentation Act will be removed, and those listed under the “Other Rights” column will be updated as primary occupants. Previously rejected mutation entries will be reviewed and approved. Individuals who bought land through notarised or stamp-paper agreements without formal registration will also be allowed to register their documents and get their names entered in official land records.
The entire regularisation process will now be free, scrapping the earlier penalty—which stood at 25% of market value and was later reduced to 5%. Once regularised, land parcels can be freely sold or transferred in the future.
