The Nagpur bench of the Mumbai High Court has expressed strong displeasure over the Maharashtra state and central governments’ continued silence on the alleged scam related to cement roads. The Court pulled up both governments for failing to file a reply despite repeated notices.
The case pertains to alleged corruption in cement road constructions in Nagpur, with the petition highlighting violations of environmental and human rights laws. Despite the seriousness of the issue, the governments have not submitted responses even after multiple opportunities were given. The High Court has now questioned why answers are still pending.
The public interest litigation (PIL) filed by environment and human rights activists, including Kishore Tiwari, environmentalist Adv. Ankita Shah, retired government officer Ramesh Shah, and others, has raised several concerns about the substandard quality and corrupt practices in cement road construction.
In the last hearing, the court had directed both governments to file a reply, but no response was received. The court has taken serious note of this non-compliance and strongly reprimanded both the state and central governments. The next hearing is scheduled for September 23.

Cement roads were built ignoring environmental norms and human rights.
Massive corruption alleged in tenders, quality control, and execution.
Roads have started deteriorating in just 2-3 years, showing cracks and damages.
Despite spending crores of rupees, the public is not getting quality infrastructure.
