The Nagpur Municipal Corporation (NMC) on Tuesday conducted a public lottery to finalise seat reservations for the upcoming 2025 civic elections — setting aside 76 of the total 151 seats for women across all categories. The event, held at the Kavivarya Suresh Bhat Auditorium, drew participation from civic officials, political representatives, and students, and was live-streamed on NMC’s official Facebook page to ensure transparency.
According to the announced breakup, 30 seats have been reserved for Scheduled Castes (SC), including 15 for SC women; 12 for Scheduled Tribes (ST), with 6 for ST women; 40 for Other Backward Classes (OBC), including 20 for OBC women; and 69 for the General category, with 35 reserved for women. This means women will contest 76 of 151 seats, nearly 50 per cent representation in the 2025 civic polls.
The process began with the draw for SC (women) seats, followed by ST (women) and OBC (women) categories. Students from Netaji School picked slips from a transparent box to determine the ward-wise reservation allotments. The lottery was conducted under the supervision of Municipal Commissioner Dr. Abhijeet Chaudhari, Additional Commissioners Vasumana Pant and Vaishnavi B, and Deputy Commissioner Milind Meshram, in the presence of election officials and party representatives.
A notable outcome of the exercise was the reduction in OBC seats — from 41 in 2017 to 40 this year — following a State Election Commission (SEC) directive to consider only full integer values in the population-based “weightage point” formula. Officials clarified that decimals previously inflated OBC representation, prompting this recalibration.
Each of the city’s 38 prabhags will continue to have at least one OBC-reserved seat, with Prabhag 15 and 19 (Seat B) directly designated for OBCs. The remaining were allotted via the draw.
The draft reservation list will be published on November 17, with the window for public objections or suggestions open until 3 pm on November 24. The final list will be released on December 2, after SEC approval.
Calling the process “fully transparent,” Commissioner Dr. Chaudhari said the plan would be displayed at NMC headquarters and on its official website. “The draw was conducted as per SEC norms, with live broadcasting to ensure public trust,” he added.
