In a significant move to curb activities that harm public spaces and the environment, the Nagpur Municipal Corporation (NMC) has sharply increased several penalties and introduced nine new violations under its enforcement system. The revised rules place the highest emphasis on preventing water pollution, with fines now reaching up to ₹1 lakh for repeated offences.
With the updated provisions, the NMC’s Nuisance Detection Squad (NDS) will now enforce action under a total of 30 categories of violations across Nagpur.
According to the latest directives issued by Deputy Municipal Commissioner (Solid Waste Management) Rajesh Bhagat, strict penalties will apply to individuals and establishments found dumping construction or demolition waste in natural water channels, disposing of leftover food in lakes or nullahs, obstructing water flow, operating borewells without approval, or creating air pollution during demolition activities.
The fine for polluting natural water sources has been substantially increased —
- ₹25,000 for the first offence
- ₹50,000 for the second
- ₹1 lakh for the third violation
To address air quality concerns, operations such as flour mills, unauthorized borewells, and demolition work causing dust pollution will now draw a ₹5,000 penalty. Vehicles transporting construction debris, sand, gravel, or garbage without adequately covering the load with a tarpaulin will be fined ₹2,000.
Hotels failing to maintain proper desilting chambers and allowing sewage to overflow onto public roads will also face tougher penalties — ₹5,000 for the first instance, ₹10,000 for the second, and ₹25,000 for recurring violations.
