A major irregularity has been exposed in the Nagpur Regional Transport Office (RTO) where agents were found misusing the newly introduced ‘Faceless’ online service for issuing driving licenses. Investigations revealed that certain agents had hacked the online examination system to help candidates obtain learner’s licenses without actually appearing for the mandatory test.
The RTO’s Assistant Motor Vehicle Inspector detected the fraud through the computer-based faceless system while monitoring suspicious activities. Upon verification, it was found that some applicants had shared their One-Time Passwords (OTPs) with external individuals, who then completed the process and secured licenses without the candidates taking the test themselves.
This malpractice involved bypassing the e-KYC verification and using Aadhaar-linked mobile numbers to receive OTPs, which were then exploited by agents. In some cases, agents created multiple applications under the applicant’s Aadhaar credentials, manipulated website coding during the ‘Face Authentication’ process, and used pre-recorded images or bots to pass the verification, ultimately issuing fake learner’s licenses.
The scam had reportedly been ongoing for nearly a year. Following the discovery, the city RTO filed complaints against three individuals at the Sitabuldi Police Station and has already canceled the fraudulently obtained learner’s licenses. Authorities have emphasized that such malpractices are a serious road safety threat and warned that all detected fake licenses will be revoked, with police action against the culprits.
Kiran Bidkar, Regional Transport Officer (City), stated that misusing the faceless online system to acquire licenses without proper testing endangers public safety. He confirmed that any licenses issued through such fraudulent means will be canceled, and strict action will be taken against the responsible persons.
