The violent incident that shook Nagpur’s Mahal area on March 17, 2025, was “undoubtedly pre-planned,” according to a report released by the Fact-Finding Committee of the Bharatiya Vichar Manch. The committee, comprising retired judges, senior journalists, lawyers, social workers, and human rights activists, conducted an independent and impartial inquiry beginning the day after the violence. It met with over 60 residents from affected and nearby localities, studied memoranda submitted by various organizations, and reviewed local media reports, online interviews, and social media footage to assess the sequence of events.
The report observes that the riot bore clear signs of prior planning, with the mob arriving equipped with stones, sticks, knives, swords, glass bottles, and petrol bombs. The attacks were highly targeted, damaging homes, shops, and vehicles, while also causing serious harm to public security personnel. Around 35 to 40 police officers and constables were assaulted during the incident, with DCP Niketan Kadam sustaining severe injuries in an axe attack. Even a woman police officer was assaulted, which the committee described as a serious blow to the morale of the city’s security system. In several areas, residents—especially women—faced extreme fear as stones were hurled at homes and attempts were made to create panic through loud slogans.
The committee notes that the police response was delayed in multiple locations, with forces arriving up to an hour late in some areas. Many officers lacked basic protective gear like helmets and shields and were forced to take shelter in nearby homes, with some citizens stepping in to protect them. The report highlights that the city’s intelligence network and surveillance systems were inadequate, as larger-than-usual gatherings in certain areas went unnoticed and CCTV coverage was minimal. Calls for help from residents to police stations and control rooms often received delayed or no response due to limited manpower and resources.
Emphasizing the need for corrective measures, the committee has urged the strengthening of police intelligence and riot-control capabilities, including adequate manpower and modern equipment, along with a robust CCTV network in sensitive zones. It recommends immediate compensation to the affected citizens and recovery of damages from those proven guilty of property destruction, as well as regular checks for illegal weapons and strict regulation of public gatherings. The report also stresses the importance of counseling and awareness programs to restore peace and rebuild confidence among residents, while calling for effective action against those who exploit situations to disturb public order.
The committee concludes that the objective of this report is not to assign blame but to place the true situation before the public and the authorities, to help restore peace and trust, and to ensure that such an incident is never repeated in Nagpur.
